Abstract:
Concludes that most state child support programs are substantially underfunded and understaffed, and that performance may improve with increased investment. The data confirm the direct connection between performance and resource levels. The data also suggest that the current federal financing structure may encourage some states to underinvest in the program in order to maximize state revenues. State-by-state tables included.
