Abstract:
There has been a dichotomy, asserts the author, between service-oriented and community action-oriented agencies and groups, with the former concerned only with pointing out unmet needs and organizing new services, and the latter concerned only with implementing existing services. The author argues that this dichotomy is artificial, arbitrary and self-imposed. The two pursuits can greatly inform and assist one another.
