Abstract:
In 2006, the John D. and Catherine T. MacArthur Foundation awarded a grant through its Window of Opportunity: Preserving Affordable Rental Housing Initiative to Florida Housing Finance Corporation and the Shimberg Center to explore the potential for a national data infrastructure to support the preservation of affordable rental housing. In the first phase of the project, the subject of this report, we coordinated a national meeting to discuss the creation of an infrastructure that would allow preservation-related data to be aggregated at the state and national level. The strategy devised at the meeting can be summarized as follows: 1) develop a plan to communicate this proposal to and create support for this concept from affordable housing stakeholders; 2) develop a framework for the infrastructure that involves a variety of organizations; 3) develop consensus on content and prodecures for a national data infrastrucutre; 4) select an entity to implement and manage the national infrastructure; and 5) implement the national infrastructure.
