Abstract:
The Senate takes up measures under procedures set in Senate rules and by longstanding customs, thereby giving it flexibility in setting its floor agenda. This report first treats those processes or customs most often used by the Senate and then discusses some procedures less often used to call up measures. This report will be revised as events in the Senate warrant. For more information on legislative process, see [http://www.crs.gov/products/guides/guidehome.shtml].
