Abstract:

When Bush introduces his detailed legislative proposal to Congress, expected soon after the Fourth of July recess, the real work will begin. The Senate Environment Committee and the House Energy and Commerce Committee should work with the Administration to keep the focus on the objective - cleaner air at lower cost to the economy. The focus should not be on the specific methods for cleaning air. Nor should the focus be distorted by special interests or ideology.
